Announcing the First Resilience District Incubator Pilot Communities

CIRCA Climate Resilient Summit, Groton

California Forward and Resilient Cities Catalyst have announced the first Resilience District Incubator pilot communities in California and Connecticut. The initiative helps local governments explore how district-based governance and financing can support lasting investment in climate resilience.

The cohort includes San Rafael and Marin County, the North Coast Resource Partnership, Los Angeles County, Groton, and Bridgeport. Participants receive technical assistance, expert guidance, and opportunities to learn from one another as they assess priorities, investment needs, and financing options.

The initiative is supported by iAlumbra Philanthropy and forms part of the Federal Reserve Bank of New York’s Making Missing Markets Initiative. In Connecticut, the work is being carried out with Connecticut Green Bank. The Incubator supports planning and decision-making rather than providing direct grants.
