Our approach

RCC supports partners in driving new solutions from planning to implementation.

Our work closes the gap between planning and implementation. We help develop and deliver projects while building the partnerships, tools and systems needed to sustain them.

RCC workshop with city and community partners

Every engagement starts with listening.

We do not arrive with a predetermined list of services a city can pick from. Every engagement starts with assessment and with convenings where partners describe their priorities in their own words. What we design comes from what they said, not from a template.

Then we deploy, bringing technical expertise, financing strategy and our own resources to the project. We build the partnerships and models that keep the work going after we step back.

Our tools and methods remain adaptive and flexible. A city already holding a plan needs something different from one still identifying what it faces.

Four connected moments guide the work.

Follow the path.

01

First moment

Define and align priorities

Through assessments and cross-sectoral engagement to understand the interrelated systems, strengths and challenges of each place we work.

  • Analytical tools & frameworks
  • Strategic plans & roadmaps
  • Research reports

02

Second moment

Design and launch implementable solutions

From physical infrastructure projects to community programming.

  • Project design briefs
  • Concept notes, concept designs
  • Policy recommendations

03

Third moment

Identify and activate resources

Including the technical expertise and the funding or financing required to achieve impact.

  • Implementation plans
  • Subject matter and technical experts
  • Financing strategies
  • Funding collateral

04

Fourth moment

Forge new models of collaboration

Between communities, public institutions and private partners to sustain the work into the future, while uplifting and sharing best practices.

  • Knowledge exchange convenings
  • Stakeholder engagement workshops
  • Project alignment facilitation

Which leads to

Accelerated action and sustained capacity

Across RCC’s programs, projects and partnerships, our work drives toward two connected outcomes. Each effort strengthens the next.

Partners collaborating to accelerate resilience action

Accelerated action

We drive communities and projects to overcome complex and persistent barriers more effectively, allowing for more rapid implementation.

One cycle

Community leaders building sustained resilience capacity

Sustained capacity

We empower resilience leaders with the know-how, partnerships and resources required to deliver current projects and future solutions.

Action today, capacity for what comes next.

Projects on the ground create the partnerships, knowledge and funding pathways that sustain them. Visible progress earns confidence, draws investment and makes the next project easier to fund.

  • New multi-benefit projects
  • Increased team capacity
  • Greater technical expertise
  • Increased alignment and commitment
  • Effective strategic partnerships
  • Increased knowledge
  • New investment for long-term project viability

Solutions are put to the test

Infrastructure projects, community pilots and on-the-ground implementation turn plans into visible progress.

Teams and partnerships grow stronger

Convenings, knowledge sharing, playbooks and cross-sector collaboration build durable local capacity.

The cycle continues

Investment builds teams. Those teams produce the next round of plans and projects, with the people and budget needed to carry them forward.
